摘要

目的: 梳理我国台湾卫生技术再评估应用于医保报销决策的做法,为国家层面医保药品目录的动态调整提供经验借鉴。方法: 查阅国内外相关文献,提取台湾卫生相关部门网站信息,总结有关卫生技术再评估的组织体系、操作流程、触发条件、评估维度和方法。结果: 台湾已建立卫生技术再评估机制,以健康保险主管部门为主导,药品查验中心下属的卫生技术评估组为评估实施单位,由健康保险主管部门组织的“共同拟定会议”进行决策。结论: 建议国家医保管理部门进一步强化医保基金的战略购买功能,制定针对性举措,推动卫生技术再评估的发展与实践应用,促进医保药品报销管理高质量发展。

Abstract

Objective: The paper attempts to review the practice of health technology reassessment applied in medical insurance decision-making in Taiwan Province of China, and provide experience for the dynamic adjustment of the medical insurance drug reimbursement catalog. Methods: A review of domestic and international literature was conducted, with relevant information extracted from the official websites of health authorities in Taiwan Province of China, to summarize the organizational framework, operational procedures, trigger conditions, assessment dimensions, and methodologies of health technology reassessment. Results: Taiwan Province of China has established a health technology reassessment mechanism, led by the relevant health insurance authority, with the health technology assessment team under the center for drug evaluation acting as the implementation unit. The health insurance administration organizes a "joint committee" to make decisions. Conclusion: It is suggested that China's healthcare security management departments should further strengthen the strategic purchase function of medical insurance funds, formulate targeted measures to promote the development and practical application of health technology reassessment, and promote the high-quality development of medical insurance drug reimbursement management.
