本研究旨在梳理国家与浙江省医用耗材收费及分类管理现状,剖析两层级间政策执行口径、分类规则、收费管理等核心差异,进而协同构建医用耗材收费及分类管理平移体系。依托真实世界耗材数据,本研究确立了国家分类、省级分类、注册信息和收费政策四大核心要素及同义判定原则,设计了“依据梳理—原则适配—步骤细化—结果归纳”的平移工作实施路径。研究发现,在医疗服务价格改革持续深化的背景下,构建医用耗材收费及分类平移体系是推进医用耗材收费目录落地的基础前提。本研究构建的平移体系有效破解了国家与浙江省耗材管理中的差异和痛点,为浙江省医用耗材收费目录落地及规范化管理提供了可操作的参考。

This paper aims to analyze the current status of national and Zhejiang provincial medical consumables charging and classification management, analyze the core differences between national and provincial policies in terms of implementation caliber, classification rules, and charging management, and collaboratively construct a mapping system for medical consumables charging and classification management. Based on real-world consumables data, this study establishes four core elements of "national classification, provincial classification, registration information, and charging policy" as well as the synonymy determination principle, and designs an implementation path for the mapping work consisting of "basis sorting - principle adaptation - step refinement - result induction". The research finds that under the background of the continuous deepening of medical service price reform, constructing a mapping system for medical consumables charging and classification is the fundamental prerequisite for promoting the implementation of the medical consumables charging catalog. The mapping system constructed in this paper effectively solves the existing differences and concerns in national and provincial medical consumables management, and provides an operable reference for the implementation and standardized management of the medical consumables charging catalog in Zhejiang Province.
