为提高公众参保意愿,助力健全基本医疗保险参保长效机制,本研究归纳总结了美国、荷兰和瑞士医疗保险素养发展现状、理论概念和测量工具,结合我国国情,借鉴美国、荷兰和瑞士经验,提出我国医疗保险素养的定义,建议从“知—信—行”角度构建我国医疗保险素养的测量工具,由医疗保障部门牵头,多途径支持和推动医疗保险素养监测,推动我国医疗保障事业高质量发展。
Abstract
To improve the willingness of the public to participate in medical insurance and help establish a sustainable mechanism for basic medical insurance enrollment, the study summarized the current state, theoretical concepts and measurement tools of health insurance literacy development in the US, the Netherlands and Switzerland, put forward the definition of China's medical insurance literacy based on national conditions and the experience of countries above, and suggested constructing China's medical insurance literacy measurement tool from the perspective of “knowledge-attitude-practice(KAP)”. The healthcare security authorities should take the lead in facilitating and advancing the monitoring of health insurance literacy via multiple channels, which is essential for the high-quality development of China's medical security endeavors.
