目的: 分析医保数据要素流通现状,提出促进流通的建议。方法: 梳理美国、英国、德国、新加坡等国经验及国内进展,聚焦数据安全与价值释放的平衡。结果: 国际以数据开放、标准统一和安全技术为核心;国内已建成全国统一医保信息平台,但面临跨部门共享、安全保障等难题。结论: 建议构建医保可信数据要素空间,推进地方试点、跨部门协同及社会化服务,实现数据安全高效流通。

Objective: The paper analyzes the current situation of the circulation of medical insurance data elements and proposes suggestions to promote circulation. Methods: The paper analyzes experience of the United States, the United Kingdom, Germany, and Singapore and domestic developments, and focuses on the balance of data security and value release. Results: Internationally, medical insurance data elements keep data openness, standardization, and security technology as the core. At home, a national unified medical insurance information platform has been established, but it faces challenges such as cross-section sharing and security protection. Conclusion: It is suggested to build a trusted data element space for medical insurance, and promote local pilots, cross-section collaboration, and socialized services to achieve secure and efficient data circulation.
