目的: 基于协同发展视角,测度商业健康保险与基本医疗保险的耦合协调水平及时空演变特征,为促进两系统的有效衔接提供参考借鉴。方法: 以我国31个省份2013—2022年的面板数据为样本,构建商业健康保险与基本医疗保险两系统评价指标体系,运用熵权TOPSIS法、综合评价模型、耦合协调度模型和空间自相关分析软件ArcGis 10.8分析商业健康保险与基本医疗保险的协调发展情况及空间分布格局。结果: 时间维度上,商业健康保险与基本医疗保险耦合协调度呈波动上升趋势,总体跨度区间为0.135~0.586;空间维度上,商业健康保险与基本医疗保险存在正向空间相关性,空间分布以“高—高聚类”和“低—低聚类”为主。结论: 商业健康保险与基本医疗保险在发展进程上呈现阶段性的非同步态势;在区域发展上表现为不平衡的发展格局;在空间演变上呈现显著的空间集聚特征。在此背景下,需加强政府顶层设计,提升系统协调发展水平;因地制宜,赋能区域均衡协同发展;整合资源,积极发挥空间溢出效应。
Abstract
Objective: Based on the perspective of coordinated development, this paper measures the coupling and coordination level and spatial-temporal evolution characteristics of commercial health insurance and basic medical insurance, and provides reference for promoting the effective connection of the two systems. Methods: Based on the panel data of 31 provincial-level administrative regions in China from 2013 to 2022, the evaluation index system of commercial health insurance and basic medical insurance was constructed. The entropy weight TOPSIS method, comprehensive evaluation model, coupling coordination degree model and spatial autocorrelation ArcGis10.8 were used to analyze the coordinated development and spatial distribution pattern of commercial health insurance and basic medical insurance. Results: In the time dimension, the coupling coordination degree of commercial health insurance and basic medical insurance showed a fluctuating upward trend, and the overall span range was 0.135~0.586. In the spatial dimension, there is a positive spatial correlation between commercial health insurance and basic medical insurance, and the spatial distribution is dominated by "high-high clustering" and "low-low clustering". Conclusion: Commercial health insurance and basic medical insurance show a phased non-synchronous trend in the development process. The two shows an unbalanced development pattern in regional development and significant spatial agglomeration characteristics in spatial evolution. In this context, it is necessary to strengthen the top-level design of the government and improve the level of coordinated development of the system, adjust measures to local conditions and enable balanced and coordinated development of regions, and integrate resources to actively exert spatial spillover effects.
