随着我国经济社会的快速发展,人口流动日益频繁,异地就医规模不断扩大,医疗保障事业发展面临异地就医监管难的新挑战。在异地就医中,医保基金监管涉及不同地区以及多个部门,迫切需要形成有效的协同监管合力。健全医保基金协同监管机制,是破解异地就医监管难的有效手段。本文基于协同治理理论、委托代理理论、信息共享理论,深入剖析当前异地就医中医保基金协同监管的困境,提出建立健全医保基金协同监管机制的具体建议。

With the rapid development of China's economy and society, population mobility has become increasingly frequent, and the scale of cross-regional medical treatment continues to expand. This presents new challenges for healthcare security, particularly in the supervision of cross-regional medical services. In the context of medical treatment received outside one's hometown, the supervision of medical insurance funds involves different regions and multiple departments, and it is necessary to form an effective collaborative regulatory force. Improving the coordination mechanism for medical insurance fund supervision is an effective means to address the difficulties in supervising medical treatment received outside one's hometown. Based on the theories of collaborative governance, principal-agent, and information sharing, this paper thoroughly analyzes the current difficulties in the coordinated supervision of medical insurance funds for medical treatment received outside one's hometown and proposes specific suggestions for establishing and improving the coordinated supervision mechanism of medical insurance funds.
