开展中医优势病种按病种付费是探索符合中医药医保支付方式的有效途径,对促进中医药传承创新发展具有重要意义。新质生产力提出要促进中医药产业高质量发展,大数据和人工智能技术的兴起为创新中医药发展带来新的机遇。本文针对当前中医优势病种按病种付费实施中存在的局限性,导致中医药治疗的优势和价值未被充分体现的问题,提出融合数智化技术构建基础数据管理系统,实现数据信息化表达,通过数据同质化研究提升中医药诊疗数据的质量,同时运用现代数智技术对传统中医药人用经验进行挖掘、分析和转化,以此探索支持中医优势病种按病种付费新策略。通过这一系列举措,以期为开展中医优势病种医保支付提供借鉴与参考,促进中医药可持续、高质量发展。
Abstract
Implementing payment based on diseases types for traditional Chinese medicine (TCM) advantageous diseases is an effective way to explore the payment mode of medical insurance in line with the characteristics of TCM, which is of great significance to promote the inheritance and innovation of TCM. The rise of big data and artificial intelligence technology has brought new opportunities for the development of innovative TCM. In view of the limitations existing in the current implementation of payment by disease types of TCM advantageous diseases, which leads to the problem that the advantages and value of TCM treatment are not fully reflected, this paper proposes to integrate digital intelligence technology to build a basic data management system, therefore achieving the expression of data as structured information, improving the quality of TCM diagnosis and treatment data through data homogenization research, and using modern digital intelligence technology to mine, analyze and transform TCM human experience, so as to explore a new strategy to support payment by disease types of TCM advantageous diseases. Through a series of measures, we hope to provide reference for the development of medical insurance payment for TCM advantageousdiseases, and promote the sustainable and high-quality development of TCM.
