日益严重的人口老龄化,促使我国建立长期护理保险制度,也催生了银发经济。本文以长期护理保险先行试点城市呼和浩特市为例,分析其试行制度保障成效和出现的居家护理服务质量不高、医疗护理服务数量不足、城乡照护水平存在差距和护理人员队伍建设不足等问题,围绕内蒙古自治区培育和发展银发经济的新发展思路,探讨银发经济和长期护理保险互为支持、协同发展的内在机理,并提出对银发经济助力长期护理保险高质量发展举措的思考和建议。
Abstract
The increasingly serious aging of the population has prompted China to establish the long-term care insurance system, also it has become a catalyst for the silver economy. This paper takes Hohhot, a pilot city of long-term care insurance, as an example to analyze the effectiveness of the system and the problems such as low-quality of home care services, insufficient quantity of medical care services, gap between urban and rural care, and insufficient training of nursing staff. Focusing on the new development ideas of cultivating and developing the silver economy in Inner Mongolia Autonomous Region, this article explores the internal mechanism of mutual support and coordinated development between the silver economy and long-term care insurance, and puts forward thoughts and suggestions on the measures of the silver economy to promote the high-quality development of long-term care insurance.
