摘要
基本公共服务均等化是实现共同富裕的路径之一,城乡居民医保公共服务是基本公共服务的一项重要内容,提高城乡居民医保公共服务均等化水平,应在增进公平性、可及性、实现参保应保尽保和待遇应享尽享等方面着力。本文在梳理城乡居民医保基本公共服务均等化的内涵和要求的基础上,聚焦发展不平衡不充分问题,提出在完善政策制度、深化医保治理、提升公共服务质效等方面提高均等化水平的策略和路径。
Abstract
The equalization of basic public service is one of the paths to achieve common prosperity, and the public medical insurance service for urban and rural residents is an important part of the basic public service. In order to improving the level of equalization of medical insurance public service for urban and rural residents, efforts should be made to enhance fairness and accessibility, and achieve full coverage and adequate guarantee. On the basis of the connotation and requirements of the equalization of basic public services of medical insurance for urban and rural residents, this paper focuses on the problem of unbalanced and insufficient development, and proposes strategies and paths to improve the level of equalization in terms of improving the policy system, deepening the governance of medical insurance, and improving the quality and efficiency of public services.
