本文通过分析河南省牵头的神经外科类和通用介入类医用耗材二十三省联盟的集中采购工作,对该集采项目的背景、规则、成果、优势及可能存在问题等方面进行深入研究。从规则制定角度提出温和集采策略,让企业拥抱集采,真正做到让企业良性发展、降低医院运行成本、减轻群众就医负担;并对后期集采工作发展需推进的具体工作提出建议,充分摸底调研、合理划定保底线、兼顾价格激励临床保障、提高价格与质量的关联度、坚持一品一策、提升信息化水平、推动集采结果的卫生经济学评估,从而更好地促进医用耗材集中采购工作发展,以及相关医用耗材的合理使用,为全国其他地区开展高值医用耗材带量采购提供参考和借鉴。

This article conducts in-depth research on the background, rules, achievements, advantages, and problems of the centralized procurement project of the 23 provincial alliances for neurosurgical and general interventional medical consumables led by Henan Province. It proposes a moderate centralized procurement strategy from the perspective of rule making, encourages enterprises to participate in centralized procurement and pursue sound development, and reduces hospital operating costs and the burden of the public. Also, it puts forward suggestions for the work that needs to be promoted in centralized procurement later, such as carrying out enough investigation and research, reasonably setting the bottom line, taking price incentives and clinical needs, improving the correlation between price and quality, adhering to “one product, one policy”, improving the informatization, and promoting the health and economic evaluation of centralized procurement, so as to better promote the development of centralized procurement of medical consumables and the reasonable use of medical consumables, providing a reference for high-value medical consumables volume-based procurement in other regions.
