创新医疗技术临床应用的收费立项,不仅关系技术劳务价值体现、诊疗技术水平提升和学科发展,还对公立医院运营、患者医疗服务可及性有直接影响。本文在回顾我国新增医疗服务价格管理政策演进的基础上,比较了各省份新增医疗服务价格管理办法,涉及新增价格项目受理范围界定、准入申报、受理审核权限与频率、立项原则和条件、立项程序、试行定价、实施监管与转正等内容。根据典型省份做法,本文建议在国家层面整合现行各项新增价格项目管理指导文件,加快完善顶层设计,促进地方层面据此完善当地新增价格项目管理办法。

The approval of fees for the clinical application of innovative medical technology is not only related to the value of technical service, the improvement of diagnostic and treatment technology, and the development of disciplines, but also has a direct impact on the operation of public hospitals and the accessibility of patients' medical service. On the basis of reviewing the evolution of pricing management policies for new medical service in China, this paper compares the pricing management methods for new medical services in various provinces, including the scope of new price items, the admission declaration, the review authority and frequency, the principles and conditions, the procedures, the trial pricing, the implementation supervision and approval, etc. With the practice of typical provinces, this paper suggests integrating the management of new price items guiding documents at the national level, accelerating the improvement of top-level design, and promoting improvement of local pricing item management methods accordingly.
