随着我国医改深化推进,“以药养医”机制被破除,医疗机构处方外配量逐年攀升,由外配所引发的患者投诉纠纷同步大幅增长。本文针对处方外配存在的违规多、监管难、纠纷多等问题进行深入分析,并从建设处方外配信息化平台、落实统一医保支付政策、加强处方外配规范管理、推动连锁零售药店规范化发展、探索医药机构合作、构建一元化药师管理体系等方面提出对策建议。

With the deepening of China's medical reform, the mechanism of "supporting medicine with drugs" has been broken down, and the amount of prescriptions dispensing outside the hospital has been increasing year by year. The number of patient complaints caused by prescriptions dispensing outside also increased significantly. This article conducts an in-depth analysis of the problems of frequent violations, regulatory difficulties and disputes in prescriptions dispensing outside, and proposes countermeasures and suggestions such as building an information platform for prescriptions dispensing outside, implementing unified medical insurance payment policies, strengthening standardized management of prescription dispensing outside, promoting establishment of the standardized development of chain retail pharmacies, exploring cooperation between medical and pharmaceutical institutions, and constructing a unified pharmacist management system.
