摘要
我国人口老龄化进程加剧,未富先老、家庭结构小型化、传统家庭养老功能弱化、养老护理服务供给不足等均给我们应对人口老龄化带来巨大挑战。党的二十大报告明确提出“建立长期护理保险制度”。本文拟在分析老龄化现状、总结长期护理保险前期试点情况的基础上,提出下一步建立覆盖全民的长期护理保险制度的政策建议。
Abstract
With a rapidly aging population in China, getting old before getting rich, miniaturization of family structure, weakening of traditional family care functions, and insufficient supply of elderly care services poses great challenges for us to cope with the aging population. Report to the 20th National Congress of the Communist Party of China clearly proposed the establishment of a long-term care insurance system. Based on analysis of the current aging situation and summary of the early pilots of long-term care insurance, this article proposes to establish a long-term care insurance system that covers the entire population.
