在多部门共同协作下,加拿大为老年人群提供了全方位高水平的照护服务,保证了老年人群的生活更有尊严、有意义。本文基于社会福利政策分析框架对加拿大老年长期照护服务的政策对象、供给内容、递送机制和筹资模式进行介绍分析。加拿大以地方公共部门为主导,私人部门为补充,利用科学高效的评估机制递送了丰富多样的老年长期照护服务,但一些政策选择也导致了地方政策分散、私人部门监管不足、筹资渠道单一等问题。对比加拿大老年长期照护服务的发展,结合我国老年长期照护服务实际情况,本文提出逐步完善评估机制、丰富服务内容、促进多方协作、增强资金可持续性等建议,以期推动我国老年长期照护服务高质量发展。
Abstract
With multisectoral cooperation, Canada provides a full range of high-quality care services for seniors, ensuring that seniors live a more dignified and meaningful life. Based on the framework of social welfare policy analysis, this paper introduces and analyzes the policy from the following dimensions, including the target groups of policy, the supply contents, the delivery system and the financing mode of long-term care for the elderly in Canada. Led by the local public sectors and supplemented by the private sectors, Canada used scientific and efficient evaluation mechanism to deliver a wide variety of long-term care services for the elderly. However, some policy choices have also brought about problems such as fragmented local policies, insufficient supervision by the private sectors, and single financing channel. Compared with the development of long-term care services for the elderly in Canada, this article proposes to gradually improve the evaluation mechanism, enrich service contents, promote multisectoral collaboration, and enhance financial sustainability based on the actual situation, in order to promote the high-quality development of long-term care services for the elderly in China.
