盘锦市作为国家长期护理保险试点城市,积极构建符合地方实际情况的长期护理保险制度及运行机制,不断完善长期护理保险待遇给付标准。本文在对盘锦市长期护理保险待遇给付政策进行研究的基础上,剖析其待遇给付存在的问题,提出逐步扩大待遇给付范围、合理调整失能评估标准、注重护理专业人才培养、适度增加待遇给付内容等建议,以期为辽宁省建立并完善长期护理保险制度提供参考。
Abstract
As a national pilot city of long-term care insurance, Panjin actively constructs a long-term care insurance system and operation mechanism which is in line with the local actual situation, and continuously improves the payment standards for long-term care insurance benefits. Based on the study of the payment policies of long-term care insurance in Panjin, this paper analyzes the problems in the payment, and offers suggestions such as gradually expanding the scope of payment, reasonably adjusting the evaluation criteria of disability, paying attention to the training of nursing professionals, and moderately increasing the contents of payment, so as to provide a reference for the establishment of long-term care insurance system in Liaoning Province.
