当前,全国基本医疗保险参保率稳定在95%左右,覆盖面不断扩大,保障水平稳步提高,但仍有部分人群未参加基本医疗保险。本文通过6个公开数据库,分析2018年—2021年抽样调查人群的参保数据,利用描述性统计分析方法探究不同群体基本医疗保险参保特征,总结影响基本医疗保险参保率的具体因素。本研究从职业因素、健康因素、制度因素和个人因素等角度对群众参保率的影响因素进行分析,提出强化部门协同和信息共享、优化参保缴费方式、提高参保群体的获得感、纠正群众对医保的认知偏差等建议。
Abstract
At present, national participation rate of the basic medical insurance is stable at about 95%, the coverage is constantly expanding, and the guarantee level is steadily improving, however, there are still some people who have not participated in the basic medical insurance. This article analyzes the participation data of a sample survey population from 2018 to 2021 through 6 public databases, and applies descriptive statistical analysis methods to explore the characteristics of basic medical insurance participation among different groups and summarize the specific factors affecting the participation rate of basic medical insurance. This study analyzes the influencing factors of people's participation rate from the perspectives of occupational factors, health factors, institutional factors, and personal factors. Suggestions are put forward, such as strengthening departmental collaboration and information sharing, optimizing enrollment methods, strengthening the sense of gain of the insured, and correcting the public cognitive bias towards medical insurance.
