医疗保障是减轻群众就医负担、增进民生福祉、维护社会和谐稳定的重大制度安排,而稳健可持续的筹资运行机制是医保制度健康运行和可持续发展的基本保证。当前,在健康需求日益增加、老龄化形势严峻、经济增速放缓、医药技术创新发展带来医疗费用增长的形势下,健全稳健可持续的筹资运行机制尤为重要。本文首先阐释医保基金筹资运行机制的概念内涵、基本特征;其次,客观分析我国基本医保基金运行现状、面临形势及存在问题和挑战;第三,围绕如何优化筹资运行机制提出对策建议;最后,对未来要建立的筹资运行机制进行展望。

Healthcare security system is an important institutional arrangement that relieves the burden of medical treatment on the public, enhances people's well-being, and maintains social harmony and stability. It's the basic guarantee for this system that we establish a stable, healthy and sustainable financing and operation mechanism. It's particularly important to establish a stable, healthy and sustainable financing and operation mechanism while the demand for health increasing, the population aging situation becoming more severe, economic growth slowing, and medical costs increasing due to innovative development of medical technology. Firstly, this article elaborates the basic concept and characteristic of the healthcare security fund financing and operation mechanism. Secondly, this article objectively analyzes the current operation, the situation, problems and challenges of the basic medical insurance fund in China. Then, this article discusses how to optimize this mechanism, and puts forward corresponding suggestions. Finally, this article proposes the funding and operation mechanism to be established in the future.
