为发挥医保基金战略性购买作用,推动医保、医疗、医药协同发展,本文对医保基金战略性购买实践中“预算-价格-支付”联动机制进行分析,以眉山市为例,探究医保基金战略性购买过程中存在的问题,阐述医疗服务定价外生机制的必然性和紧迫性,提出构建以医保基金预算绩效为导向的价格动态调整思路。
Abstract
This paper analyzed the “budget-price-payment” linkage mechanism among the practice of strategic purchase of medical insurance fund, in order to give full play to the strategic purchasing of medical insurance fund and to promote the coordinated development of medical insurance, hospitals and the drug industry. Based on case of Meishan City, the paper explored the problems in the strategic purchase process of medical insurance funds, demonstrated the necessity and urgency of the exogenous mechanism of medical service pricing, and proposed a dynamic price adjustment approach guided by the budget performance of the medical insurance fund.
