本文以湖北省某妇幼保健院为例,介绍DIP付费模式下医院搭建绩效考核体系的过程,主要包括绩效考核的目标、组织分工、绩效核算及绩效考核等内容。研究表明,应结合妇幼保健机构的特点和实际情况构建科学合理的绩效考核体系,更加关注医院的公益性职能,重视信息化建设。同时,应不断优化和调整RBRVS点数和考核指标,提升医院的成本管理能力,以适应医保支付方式改革的要求,提高医务人员积极性。
Abstract
Taking a maternity and child care institution in Hubei Province as an example, this article introduces the process of establishing a performance evaluation system under the DIP payment model, mainly including the objectives of performance evaluation, organization and division of labor, performance accounting, and performance evaluation. The study shows that we should combine the characteristics and situation of maternity and child health institutions to construct a scientific and reasonable performance evaluation system requires paying more attention to the non-profit functions and emphasizing information construction. At the same time, it is necessary to continuously optimize and adjust RBRVS points and assessment indicators, and strengthen cost management capabilities of hospitals to adapt to the various requirements of the medical insurance payment reform, and motivate the medical personnel.
