成都市为应对长期失能老人规模不断扩大、家庭照护功能逐渐弱化、入住式护理资源压力过大等问题,搭建了以居家护理政策为核心的长期护理保险制度体系,经过几年探索已取得初步成效,但仍存在护理服务质量有待提高、 护理服务可及性不足等问题。本文通过对成都市长期护理保险居家护理政策的分析,探究其存在的问题和不足,提出完善服务项目设计、加强护理人员权益保障、明确基础护理规范标准、细化监督管理规范等建议,进一步完善长期护理 保险居家护理政策。

In response to the increasing scale of long-term disabled elders, the weakening of family care, and the excessive pressure on residential care resources, Chengdu has established a long-term care insurance system centered on home care policies. After several years’ exploration, preliminary results have been achieved. However, there are still issues such as the deficit in quality of nursing services and accessibility of service content. This paper analyzes the home care policy of long-term care insurance in Chengdu, explores its problems and shortcomings, puts forward suggestions of improving the design of service projects, strengthening the protection of the rights and interests of nursing staff, setting basic nursing standards, and refining supervision and management norms to further improve the home care policy of long-term care insurance.
