大数据嵌入医疗保障治理,是新时代推动医保治理创新、提质增效的战略要求。大数据嵌入医疗保障治理在提升医保基金监管效能、助力决策科学化、提高经办服务质量等方面具有明显优势,但也存在多维度数据支撑不足、数据治理体系不完善、复合型人才匮乏等劣势。目前,存在技术风险、相关法律不完善、对大数据过度依赖等挑战,需要综合运用开拓型、扭转型、多元型、防御型等几种策略,充分发挥大数据优势,加大技术投资和研发,建立健全人才培养机制,完善管理制度,防范产生“数据依赖”,推动医疗保障治理现代化。
Abstract
Embedding big data into healthcare security governance is a strategic requirement for promoting innovation, quality and efficiency of healthcare security governance in the new era. Big data embedded in healthcare security governance has obvious advantages in improving the supervision efficiency of medical insurance funds, assisting scientific decision-making, and improving the quality of claim management and fund administration services. However, there are also disadvantages such as insufficient multi-dimensional data support, imperfect data governance system, and lack of compound talents. In the face of challenges such as technical risks, imperfect relevant laws and over-reliance on big data, it is necessary to comprehensively use several strategies such as pioneering, reverse, diversified and defensive ones, give full play to the advantages of big data, increase technical investment and research and development, establish and improve the talent cultivation mechanism, improve the management system, prevent the risk of data reliance, and promote the modernization of healthcare security governance.
