2019年起,国家及地方两个层面开始探索开展高值医用耗材集中带量采购,通过汇集各医疗机构采购量,形成一定程度上的买方垄断,从而发挥医保基金战略性购买作用,推进医疗保障和医药服务高质量协调发展,实现多方共赢。本文基于福建牵头的心脏介入电生理类医用耗材省际联盟集中带量采购实践,研究分析高值医用耗材集中带量采购的难点问题及应对方法,为完善高值医用耗材集中带量采购提供借鉴和参考。

Since 2019, the national and local departments concerned have explored the centralized procurement of high-value medical consumables, and formed a certain degree of buyer monopoly by pooling the procurement volume of medical institutions, so as to give full play to the strategic purchase of medical insurance funds, promote the high-quality and coordinated development of medical security and medical services, and realize a win-win situtation. Based on the centralized procurement practice of the inter-provincial alliance of cardiac intervention electrophysiological medical consumables led by Fujian Province, this paper studies and analyzes the problems and countermeasures of centralized procurement of high-value medical consumables, and provides a reference and for improving the subsequent centralized band procurement of high-value medical.
