目的: 分析2014年—2021年甘肃省基本医疗保险运行情况及变化趋势,为深化医疗保障制度改革提供理论依据。方法: 基于甘肃省基本医疗保险数据,采用SPSS26.0进行统计分析。结果: 2014年—2021年,甘肃省职工医保收入、支出均大幅增长,年均增长率分别为15.39%、11.66%;职工医保次均住院费用呈缓慢增长趋势,年均增长率为2.29%。2017年—2021年,甘肃省居民医保收入、支出总体呈增长趋势,年均增长率分别为10.64%、7.37%;居民医保次均住院费用总体呈上升趋势,年均增长率为9.01%。结论: 当前甘肃省基本医疗保险基金支出潜在压力较大,基层医保力量较为薄弱。应推动完善监管体系,健全待遇保障制度,提高基金使用效率。

Objective: The paper analyzes the operation and trends of basic medical insurance in Gansu Province from 2014 to 2021, and provides theoretical basis for deepening the reform of healthcare security system. Methods: Based on the basic medical insurance data of Gansu Province, SPSS26.0 was used for statistical analysis. Results: From 2014 to 2021, employees' medical insurance income and expenditure in Gansu Province both increased significantly, with average annual growth rates of 15.39% and 11.66% respectively, while the average hospitalization cost of employees' medical insurance generally showed a slow growth trend, with an average annual growth rate of 2.29%. From 2017 to 2021, urban and rural residents' medical insurance income and expenditure in Gansu Province generally showed a growth trend, with average annual growth rates of 10.64% and 7.37%, while the average hospitalization expenses of urban and rural residents are on the rise, with an average annual growth rate of 9.01%. Conclusions: At present, Gansu Province's basic medical insurance fund expenditure is under potential pressure, and the strength of grassroots medical insurance is relatively weak. We should promote the improvement of the regulatory system, improve the treatment guarantee system, and improve the efficiency of fund.
