目的: 探究在地方药品集中带量采购实践中可用于定量评估药品质量水平的评价目标、评价角度及其评价方法,基于价值医疗理念构建药品质量评价指标池,为地方采购实践提供实操工具。方法: 收集地方药品集中带量采购文件,梳理可用于评价药品宏观质量水平的指标,构建基础指标池,并结合专家意见构建分类指标池。结果: 建立了适用于地方集采的药品质量评价基础指标池,并将其分为推荐性指标池、谨慎使用指标池、不推荐指标池三类。推荐性指标池含有8个一级指标、17个二级指标、27个三级指标;谨慎使用指标池含有5个一级指标、5个二级指标、5个三级指标;不推荐指标池含有9个一级指标、25个二级指标、29个三级指标。结论: 地方集采实践时可直接选用推荐性指标池内指标,谨慎使用指标池内指标在必要时可以被选用,或可用于辅助排名,不建议使用不推荐指标池内指标。

Objective: The paper explores the evaluation objectives, angles and methods that can be used to quantitatively evaluate the quality of drugs in local pharmaceutical centralized volume-based procurement. In addition, based on the concept of value-based health care, a drug quality evaluation index pool is constructed to provide tools for local procurement practice. Methods: We collect local pharmaceutical centralized volume-based procurement documents, identify the indicators that can be used to evaluate the macro quality level of drugs, build a basic index pool, and build a classification index pool based on expert opinions. Results: The basic index pool for drug quality evaluation suitable for local pharmaceutical centralized procurement was established, which was divided into three categories of the recommended index pool, the caution index pool, and the non-recommended index pool. The recommended index pool contains 8 first-level indicators, 17 second-level indicators and 27 third-level indicators. The caution index pool contains 5 first-level indicators, 5 second-level indicators and 5 third-level indicators. The non-recommended index pool contains 9 first-level indicators, 25 second-level indicators and 29 third-level indicators. Conclusion: In the practice of local procurement, the indicators in the recommended index pool can be directly selected. The indicators in the caution index pool can be selected when necessary, or can be used to assist in ranking, and the indicators in the non-recommended index pool are not recommended.
