摘要

目的: 评估DRG付费政策对住院患者费用负担的影响,为医院精细化管理提供理论依据。方法: 采用双重差分模型,评估DRG付费政策实施前后住院患者费用负担变化情况。结果: DRG付费政策实施后,患者住院费用、医保支付费用、药品/耗材/检查费用大幅下降,政策效果明显。结论: DRG付费政策推动医院主动降低医疗费用、优化费用结构,医院应进一步完善DRG改革配套措施,提高医院医保基金使用效率。

Abstract

Objective: The paper analyzes the impact of DRG policy on the cost of medical insurance inpatients. Methods: DID model was used to evaluate the change of inpatients cost before and after the implementation of DRG payment. Results: After the implementation of DRG payment, patients’ cost of hospitalization, medical insurance, drug, consumable, and inspection have decreased significantly, and the policy effect is obvious. Conclusion: DRG payment promotes hospitals to actively reduce medical expenses and optimize the cost structure. Hospitals should further improve DRG reform supporting measures to improve the efficiency of medical insurance funds.
