本文根据绩效评价内容与评价维度理论,按照“分层分类、量化细化”原则,运用德尔斐法(Delphi)筛选指标,并通过客观赋权法(CRITIC)和层次分析法(AHP)确立指标权重,构建了一套以保障服务水平和参保人主观满意度为核心的长护险评价指标体系,为监测评价长期护理保险实施效果提供理论依据。
Abstract
According to the theory of performance evaluation content and evaluation dimension, and in accordance with the principle of “hierarchical classification, quantitative refinement”, this paper uses Delphi to screen indicators, establishes the index weight through the objective weighting method (CRITIC) and the analytic hierarchy process (AHP), and constructs an evaluation index system with the security level and the subjective satisfaction of the insured as the core, in order to provide theoretical basis for monitoring and evaluating the implementation effect of long-term care insurance.
