流动人口参保工作是全民医保体系的薄弱环节,也是一个重要环节。本文基于2011年、2013年及2018年中国流动人口动态监测调查数据,考察了我国流动人口基本医疗保险参保的基本状况及变化趋势。结果发现,近年来我国流动人口的基本医保参保率快速增长,2018年达到93.5%,仅略低于全国平均基本医疗保险参保率（95%）。尽管女性、低学历、低收入群体在医保参保上一直处于不利境地,但近年来都得到显著改善。基于上述分析,本文提出了改善流动人口基本医保待遇的对策建议。

The basic medical insurance participation of migrants has been a weak but important link in the universal health insurance system. Based on the data of the China Migrants Dynamic Survey in 2011, 2013 and 2018, this paper examines the basic situation and trend of basic medical insurance participation of migrants in China. The results show that the basic medical insurance participation rate of migrants in China has increased rapidly in recent years, reaching 93.5 % in 2018, but is still slightly lower than the national average of 95%. Although the migrants with the characteristics of woman, low education and low income has been in a disadvantageous position in basic medical insurance participation, their insurance participation has been significantly improved in recent years. Based on analyses above, this paper puts forward some countermeasures and suggestions to improve the basic medical insurance for migrants.
