摘要

医疗保障基金使用监督管理是深化医疗保障制度改革的重要内容。本文利用多源流理论模型,系统梳理《医疗保障基金使用监督管理条例》的制定过程,分析政策提出的推动因素,探究问题源流、政策源流和政治源流在政策推出过程中发挥的作用,强化政策执行者对医保基金使用监管政策的认知,为整合多元主体,开启全面治理,保证政策的可持续推进,进一步提升我国医保基金使用监管法治建设水平。

Abstract

The supervision, management of the use of medical security funds is an important part of deepening the reform of the healthcare security system. Applying the multiple streams theoretical model, this paper systematically sorts out the formulation process of the Regulations on the Supervision, Administration of the Use of Healthcare Security Fund, analyzes the driving factors of the policy proposal, explores the role of problem stream, policy stream, political stream in the process of policy introduction, strengthens policy executors' awareness of the regulatory policy on the use of medical insurance funds to integrate multiple subjects, initiate comprehensive governance, ensure the sustainable advancement of the policy
