本文对我国当前药品耗材集采平台建设的功能、任务、挑战进行了分析,并在总结重庆实践经验的基础上,提出相关思考建议。在新发展理念指引下,医疗保障部门可创新社会治理模式,通过购买第三方专业服务,适应新形势下集中带量采购常态化、制度化要求,赋能医药集采高质量发展,支持服务医药价格改革与管理,实现有为政府和有效市场相结合。
