摘要
目的: 为药品集中带量采购中综合评分法的价格公式设计提供思路。方法: 总结地方药品集中带量采购实践中价格公式的使用情况,厘清不同价格公式的内在意义,从五个维度解读不同公式的特点与风险。结果: 目前较常用的价格公式可以归纳为五类,不同的公式可以满足不同的政策目标。结论: 价格公式的选择应结合实际工作需求,做到公式简单明确易操作,合理选择相对数的值与量,注意价格权重降级的风险等,力求科学全面地将价格因素转化为价格得分。
Abstract
Objective: The paper provides ideas for the design of price formula for centralized procurement of drugs with quantity using comprehensive scoring method. Methods: We summarize the use of price formulas in local drug centralized procurement practice, clarify the connotation of different price formulas, interpret the characteristics, risks of different formulas from five dimensions. Results: At present, the commonly used price formulas can be summarized into five categories, different formulas can meet different policy objectives. Conclusion: The choice of price formula should suit the actual work, make the formula simple, clear, reasonably select the value, quantity of relative number, pay attention to the risk of price weight degradation, etc., strive to scientifically, comprehensively transform the price factors into price scores
