目的: 分析按病种分值付费（DIP）政策对医保住院患者费用负担的影响。方法: 对广东省10家实施按病种分值付费的二、三级医院2016年至2020年患者住院数据进行研究分析。结果: 按病种分值付费实施后,广东省二、三级医院患者住院负担整体减轻,主要表现为次均住院费用略有上升,自付率下降。尤其在2018年至2019年期间,政策效果更加显著。结论: 按病种分值付费有效控制了不合理医疗费用增长,减轻了患者住院费用负担。

Objective: The paper analyzed the impact of DIP policy on the cost burden of inpatients with medical insurance. Methods: The inpatient data from2016to2020in10secondary, tertiary hospitals in Guangdong Province that implemented DIP were analyzed. Results: After the implementation of DIP, the inpatient burden of the secondary, tertiary hospitals in Guangdong Province was reduced generally, the average inpatient cost increased slightly, the out-of-pocket payment rate decreased. In particular, the effect of the policy was more significant between2018, 2019. Conclusion: DIP can effectively control the growth of unreasonable medical expenses, reduce the burden of hospitalization expenses
