摘要

为厘清长护保险制度本质和异同,本文采用Neil Gilbert福利制度分析框架,对德国和日本长护保险制度的受益对象、给付内容、传送渠道和筹资方式进行梳理和比较。结合中国国情,对我国建立长护险制度提出政策建议。

Abstract

To clarify the basics, similarities and differences between the German and Japanese long-term care insurance systems, this paper adopts the classic Neil Gilbert's welfare system analysis framework to summarize and compare the beneficiary objects (who), benefit contents (what), transmission channels (how) and financing methods (how) of the two systems. This paper proposes policy recommendations for the establishment of a long-term care insurance system in China, taking into account China's national conditions.
