目的：分析山东省居民医保筹资水平区域差异及空间格局演化,为推进省级统筹、缩小区域差异提供对策建议。方法：运用泰尔指数测量居民医保筹资水平区域差异,采用空间自相关分析方法探究居民医保筹资水平的空间格局及演变态势。结果：2015年-2020年泰尔指数呈波动上升趋势,区域内差异是总体差异的主要原因。筹资水平具有局部空间自相关性,2015年H-H热点区的中心是潍坊,2020年演变为烟台,L-L盲点区的中心稳定为济宁。结论：山东省居民医保筹资水平区域差异大且呈扩大趋势,省会经济圈和胶东经济圈区域内部差异是导致总体差异大的主要原因。建议山东省在区域经济圈内实行居民医保统筹,实现居民医保筹资、待遇等政策区域一体化。

Objective: The paper attempts to analyze the regional differences and spatial pattern evolution of resident medical insurance financing level in Shandong Province, and to provide countermeasures and suggestions for promoting provincial overall planning and narrowing regional differences. Methods: The Theil index was used to measure the regional differences in the level of resident medical insurance financing, and the spatial autocorrelation analysis method was used to explore the spatial pattern and evolution of the resident medical insurance financing level. Results: From 2015 to 2020, the Theil index showed a fluctuating upward trend, and regional differences were the main reason for the overall differences. The level of financing has local spatial autocorrelation. The center of the H-H hot spot in 2015 is Weifang, and it evolved into Yantai in 2020. The center of the L-L blind spot is stable in Jining. Conclusion: The regional differences in the level of resident medical insurance financing in Shandong Province are large and show an expanding trend. The regional differences between the provincial capital economic circle and the Jiaodong economic circle are the main reasons for the large overall difference. It is suggested that Shandong Province should implement the overall planning of residents' medical insurance within the regional economic circle and realize the regional integration of policies such as financing and treatment of residents' medical insurance.
