摘要
防止因病致返贫是推进共同富裕的重要要求,这迫切需要进一步优化我国重特大疾病医疗保险和救助制度。当前,我国重特大疾病医疗保险和救助制度仍有诸多不足,包括制度自身结构设计不完善、多层次医疗保障体系中各子制度衔接不畅、医药卫生供给方改革不匹配、制度的协同治理机制不完善等多个方面。为此,应着力优化筹资机制再分配功能、做好多层次制度衔接、重视供给方改革、推进三医联动及各部门协同治理,进一步完善我国重特大疾病医疗保险和救助制度,助力实现共同富裕。
Abstract
One of the essential requirements of common prosperity is to prevent poverty caused by illness and returning to poverty due to illness, thus we need to further optimize the medical insurance and assistance system for major and serious diseases. At present, the factors restricting the system include the imperfect structural design of the system itself, the poor connection of various subsystems in the multi-level healthcare security system, the mismatch of the reform of the medical and health supply side, and the imperfect cooperative governance mechanism of the system. Therefore, we should further optimize the medical insurance and assistance system for major diseases and promote the realization of common prosperity by optimizing the redistribution of the financing mechanism, linking multi-level system, paying attention to the reform of the supply side and promoting the collaborative governance of various departments.
