韩国长期照护保险综合德国和日本经验,在管理运行体制、社会福利水平、财政出资能力等方面开展试点,逐渐发展成一项普遍性强、慷慨度较高,倾向于照顾低收入群体的制度。这种发展模式对我国长期照护保险制度试点有着重要的启示作用。
Abstract
South Korea's long-term care insurance has integrated experience of Germany and Japan, and carried out pilot projects in terms of management and operation system, social welfare level and financial expenditure. It has developed into an inclusive and generous system which is friendly to low-income groups. This development model has important implications for the pilot program of China's long-term care insurance system.
