自2019年起,南京市医疗保障局积极实施带量采购,同时深度参与江苏省级联盟及南京市级联盟两种采购模式,通过“以量换价”降低医用耗材的价格。本文通过梳理南京市参与的两种医用耗材带量采购模式,分析各轮采购的做法、取得的成效,以及存在的问题,并提出相关建议,包括引导非中选产品梯度降价、探索多元化谈判规则、加快统一分组标准,以期为进一步开展医用耗材带量采购提供借鉴。
Abstract
Since 2019, Nanjing Healthcare Security Bureau has actively implemented centralized procurement, and deeply participated in the two procurement modes of provincial alliance and Nanjing alliance to lower the price of medical consumables through "the volume-price exchange". This paper introduces the two procurement modes of Nanjing and analyzes the practice, efficacy and problem of each procurement. Finally, it is suggested that Nanjing should regulate the gradient price reduction of non-selected products, explore diversified negotiation rules and accelerate the formulation of unified grouping standard, so as to provide the reference for other provinces and cities to carry out the purchase of medical consumables.
