当前我国农村居民医疗保障仍存在着困难群体缴费能力不足、看病就医自费负担较重、因病致贫/返贫风险较大、医保政策支持基层医疗卫生体系差别化支付倾斜政策失灵、将农村卫生室纳入医保定点后达不到预期效果等一些突出问题。建议进一步加大对低收入群体特别是困难群体参加城乡居民基本医疗保险的补助力度,适当提高城乡居民医保政策范围内住院和门诊的支付比例,积极推进多层次医疗保障体系建设,加大对重特大疾病的保障力度,充分发挥医保在促进基层医疗卫生体系建设方面的重要作用。

It is suggested to further increase the subsidy for low-income groups to participate in basic medical insurance services for urban and rural residents, especially those who are disadvantaged, appropriately increase the payment ratio of inpatient and outpatient services within the scope of the medical insurance policy for urban and rural residents, actively promote the construction of a multi-level healthcare security system, make great effort to provide insurance and aid for treating major and serious diseases, and give full play to medical insurance in promoting the construction of the primary healthcare system.
