公平适度的待遇保障是增进人民健康福祉的内在要求,也是践行共同富裕的核心抓手。2021年9月,国务院办公厅印发《“十四五”全民医疗保障规划》前后,各省份也陆续印发本省医疗保障规划。本文对各省份“十四五”医疗保障规划完善基本医疗保障待遇机制的关键举措进行梳理发现,各省份均严格按照国家待遇保障政策要求,明确了建立或完善门诊共济保障制度、巩固和提高基本医保统筹层次等举措,部分省份进一步提出了完成重点任务的时间节点。可以期待,在“十四五”时期,全国医疗保障待遇的规范统一将得到全面加强,有效缓解医保领域发展不平衡不充分问题,推动医疗保障高质量发展。

Ensuring fair and appropriate treatment is an inherent requirement for improving people's health and well-being, and it is also the core aspect for the practice of common prosperity. In September 2021, around the time when the General Office of the State Council issued the "14th Five-Year" Plan on National Healthcare Security, various provinces have also issued their healthcare security plans. This paper sorts out the key measures taken to improve the basic medical security mechanism in each province's "14th Five-Year" Plan on Healthcare Security, and finds that in strict accordance with the requirements of the national treatment security policy, all provinces have clearly established or improved the mutual-aid outpatient security system, consolidated and improved the pooling level of basic medical insurance. Some provinces have further proposed time points for the completion of key tasks. It can be expected that during the "14th Five-Year " Plan period, the standardization and unification of national medical insurance across the country will be comprehensively strengthened, which will effectively alleviate the problem of unbalanced and insufficient development in the medical insurance field, promoting the high-quality development of medical insurance.
