目的: 分析并挖掘医疗保障基金监管人才配置效率及存在问题,为优化医保基金监管人才队伍建设提供借鉴。方法: 搜集济南市14县域医保基金监管人才队伍数据,设计5个强度系数分析人才配置的公平度,构建DEA—BCC模型分析人才配置效率的县域差异,挖掘并分析监管人才队伍建设中存在的问题。结果: 随着医保基金监管部门职能的提升,存在专业人员配置不足、专业基础薄弱、工作强度较大、配置公平度不高、配置效率有待提高等问题。建议: 从完善监管制度、优化人员配置、提升监管效率、拓展监管渠道四个方面进行优化提升。
Abstract
Objective: The paper is to analyze the efficiency and existing problems of personnel allocation in medical insurance fund supervision, and provide suggestions for optimizing the construction of medical insurance fund supervision personnel. Methods: The study collects the data of 14 county-level medical insurance fund supervision teams within Ji’nan City, designs 5 intensity coefficients to analyze the fairness of talent allocation, constructs a DEA-BCC model to analyze county differences in talent allocation efficiency, and summarize the existing problems in the construction of supervision talent teams. Results: Along with the improvement of the functions of the medical insurance fund supervision department, there are problems such as insufficient professional allocation, weak professional foundation, high work intensity, uneven allocation fairness, and allocation efficiency to be improved. Conclusion: Optimization and improvement strategies are proposed from four aspects of improving the supervision system, optimizing personnel allocation, improving supervision efficiency, and expanding supervision channels.
