为进一步提升医保基金监管专业化、规范化水平,江西省在全国率先设立省级医疗保障监测中心,大力推进市级医疗保障监测机构建设,实现省市两级医疗保障监测机构全覆盖。本文从监测机构队伍建设、赋权明责、工作体系建立和工作机制构建等方面总结推动医疗保障监测机构建立的主要做法,分析取得的成效,提出相应建议,为建立医保基金监管专职机构,加强基金监管队伍建设,形成基金监管长效机制提供参考借鉴。

In order to further enhance the level of specialization and standardization in the regulation of health insurance funds, Jiangxi Province has taken the lead in setting up provincial-level health insurance monitoring centers throughout the country, and has vigorously promoted the construction of municipal-level health insurance monitoring institutions, thus full coverage of medical security monitoring institutions at provincial and municipal levels has been achieved. This paper summarizes the main methods of promoting the establishment of healthcare security monitoring institutions from the aspects of team-building, empowerment, accountability, working system and working mechanism construction, analyzes the effect, and puts forward suggestions to provide reference for the establishment of health insurance fund supervision administration, the strengthening of fund supervision team, and the formation of long-term mechanism of fund supervision.
