通过分析疫情前后北京经济技术开发区内定点医院基本医疗保险基金支出情况、就诊人次变化等,对比北京市其他区域、不同级别医院患者就诊规律的变化,讨论在疫情常态化下,针对不同区域及不同级别的医疗机构,如何更加精准地做好医保基金的分配、管理、使用。结果显示,疫情初期患者会减少就诊次数,基层分流情况较明显,基金申报额、就诊人次明显下降,城六区的医院基金申报额、就诊人次等降幅大于郊区医院。疫情后期,各项指标整体回升,仍然有部分患者选择在郊区就诊。应进一步加大郊区医疗机构、社区医疗机构的建设及医保政策支持,鼓励人民群众分级诊疗,建立更加立体化的医疗资源格局。

By analyzing the basic medical insurance fund expenditure and change of the number of visits in designated hospitals in Beijing Economic-Technological Development Area before and after the epidemic, and comparing the changes in the regularity of patients' visits in other areas and different levels of hospitals in Beijing, we discussed how to allocate, manage and use medical insurance funds more accurately for medical institutions of different levels under normalization of the epidemic. The results show that in the early stage of the epidemic, patients will reduce the number of medical visits, the grass-roots diversion is more obvious, and the fund declaration amount and the number of medical visits have dropped significantly. Hospitals in the six disctricts of cities dropped more than suburban hospitals. In the late stage of the epidemic, various indicators rebounded integrally and some patients still chose to seek medical treatment in the suburbs. The construction of suburban medical institutions, community medical institutions and medical insurance policy support should be further increased, the people should be encouraged to diagnose and treat at different levels, and a more rational medical resource pattern should be established.
