医疗保障基金管理涉及地方政府多个职能部门,每个部门各承担着相应的职责,构建基金跨部门协同管理机制必不可少。根据中央和地方医疗保障相关政策法规,从组织协同、筹集管理、运行管理以及使用监督四个方面构建了地方医疗保障基金跨部门协同管理的制度框架,并以浙江省、山西省、黑龙江省为例总结医疗保障基金跨部门协同管理的地方实践。基于此,提出完善医疗保障基金跨部门协同管理的实践路径,这包括以法律法规的形式明晰协同部门的职责,完善跨部门协同机制的组织保障,建立医疗保障大数据信息系统,强化跨部门协同管理的能力建设。

The management of healthcare security fund involves multiple functional departments of the local government, and each department undertakes corresponding responsibilities. It is essential to build a cross-departmental collaborative management mechanism for the fund. Learning from the relevant policies and regulations of central and local healthcare security, the institutional framework for the cross-departmental collaborative management of local medical security funds is constructed from four aspects of organizational coordination, fundraising management, operation management, and use supervision And takes Zhejiang, Shanxi and Heilongjiang Province as examples to summarize the local practice. Based on this, the paper proposes a practical path to improve the cross-departmental collaborative management which includes clarifying the responsibilities of collaborative departments in the form of laws and regulations, improving the organizational guarantee of the inter-departmental collaboration mechanism, establishing a big data information system, and strengthening cross-departmental collaboration and management capacity.
