实现医疗保障治理体系和治理能力现代化是改革与时代发展的要求。本研究通过文献研究、现况调查及专家访谈,运用根源分析法从5大直接问题的13类具体表现,提炼三大根源性治理问题,研究围绕医疗保障治理、治理体系核心概念内涵、体系结构和功能要素框架展开系统研究,以推进治理体系短期、中期、长期改革目标为导向,提出体系化的医保治理体系建设发展规划,前瞻性提出医疗保障治理体系“一轴四梁八柱”改革方案的实现路径,为构建我国医疗保障事业共建共治共享的治理格局提供理论借鉴。

It is necessary to realize the modernization of the medical security governance system and governance capacity. Through literature research, current situation investigation, and expert interviews, this research applies root cause analysis to extract three root causes of governance issues from thirteen types of problems and five major problem areas. This research focuses on the healthcare security governance, the core conceptual connotation of the governance system, system structure and functional element framework of the healthcare security governance system. Guided by the short-term, mid-term and long-term reform goals of promoting the governance system, we propose a systematic development plan for the construction of the healthcare security governance system, and prospectively propose the realization path of the “one axis, four beams, eight pillars” reform plan for the system, and our research will provide a theoretical reference for the governance pattern of "co-construction, co-governance, and sharing" of China's healthcare security.
