目的: 通过对医保政策公开数据的分析研究,为我国地区性医保改革创新指数的评价提供参考依据。方法: 收集2019年、2020年我国各省、直辖市、自治区医保局官方网站公开的政策数据,按照政策跟进情况、政策执行情况和发布政策类型等3个方面共7个客观参数,对每条政策进行量化,再进一步求得各地区医保改革创新指数,分析各地区特点。结果: 2019年,华东地区医保改革创新指数遥遥领先于其他地区,西北、华北、西南、华南地区均低于全国均值。2020年,华北、华东地区医保改革创新指数分列前两名,华中、西南地区分列末两名。两年比较,华北地区涨幅最大,华南地区跌幅最大。结论: 分析我国地区性医保改革创新指数,有助于发现我国医保改革的地区性特点、客观评价我国医保改革创新程度。

Objective: Through studying the public data of medical insurance policy, the paper could offer reference to evaluate China's regional innovation index of medical insurance reform. Methods: We collected public data of medical insurance policy in 2019 and 2020 from official websites of provincial medical insurance bureaus. Every single policy was quantitatively analyzed by 7 objective parameters of 3 aspects which include policy follow-up, policy implementation and policy type. And then, the regional innovation index of medical insurance reform was calculated to analyze the regional characteristics. Results: In 2019, the regional innovation index of medical insurance reform in East China was higher than other regions. The index in Northwest China, North China, Southwest China, South China was lower than national mean value. In 2020, index in North China, East China ranked the top 2, index in Central China, Southwest China ranked the last 2. From 2019 to 2020, the biggest index increase was in North China and the biggest index drop was in South China. Conclusion: Analyzing China's regional innovation index of medical insurance reform could help us to achieve a better understanding of the regional characteristics of China's medical insurance reform, and to evaluate the innovation degree objectively.
