本文从处罚对象、处罚种类和处罚行为三个维度,执行模式、当事人作为的主被动性、罚款数额或幅度计算模式、数量型指标有无下限、含否本数、金额时限有无幅度和执法机关有无选择权七个视角,对《医疗保障基金使用监督管理条例》罚则进行评析,以助执行层把控罚则整体特征,能够准确合规熟练运用罚则条款处理本部门行政处罚案件。
