随着人口结构的变化,我国开始积极探索建立长期护理保险制度,尤其是筹资方式制度化。本文借鉴长期照护保险筹资法治化比较成熟的德国模式,结合我国具体国情与试点实践提出本土化思考,建议以法律形式确立全国统筹,实现独立多元筹资,构建协调配合的基金筹资机制,以兼顾照护需求与收支平衡。
Abstract
With the change of demographic structure, China began to actively explore the establishment of a long-term care insurance system, especially the financing method. The paper learns the well-developed German mode of long-term care insurance financing legal system, explores the localization project based on the national condition and pilot experience, and suggests that we should establish a national planning in the form of law, achieve independent and diversified financing and a coordinated fund system to satisfy the demand for care and the balance of payment.
