摘要

将医保基金监管纳入法治轨道是必然趋势。本文立足北京市医疗保障行政执法实践及特点,分析了当前医保基金监管面临的形势与挑战,并从加强执法体系建设、执法能力建设以及定点医疗机构合规管理等方面,提出了推进医保基金监管执法制度体系改革的建议。

Abstract

It is an inevitable trend to bring medical insurance regulation into the rule of law. Based on the practice and characteristics of medical insurance administrative enforcement in Beijing, this paper analyzes the current situation and challenges of medical insurance regulation, and puts forward some suggestions to promote the reform of medical insurance enforcement system from the aspects of strengthening the construction of law enforcement system, law enforcement capacity, and compliance management of designated medical institutions.
