HTA在我国医保决策领域的应用虽处于起步阶段,但由于学科特点与医保决策需求的高度契合性,未来将有很大的实践应用空间。我国医保管理体系与国外不同,不能盲目照搬国外模式,需要在不断的实践摸索中探索一条具有我国特色的医保HTA应用之路。医保HTA的长久持续发力离不开政府部门在机制化建设方面的久久为功,医保部门可以结合国家医保药品目录调整等改革任务,为HTA的体系建设进行积极探索,逐步形成中国医保HTA发展模式。本文介绍了卫生技术评估作用、概念和国际实践经验,并提出了对卫生技术评估在我国医保决策应用中的相关思考。

Although the application of Health Technology Assessment (HTA) in the field of medical insurance decision-making in China is in an initial stage, there will be plenty of room for application in the future due to the high consistency between the discipline characteristics and the needs of medical insurance decision-making. China's medical insurance management system can not blindly copy foreign models. We need to explore a road of medical insurance HTA application with Chinese characteristics in practice. The long-term sustainable development of HTA in medical insurance is inseparable from the long-term contribution of government in the construction of mechanism. The medical insurance administration can actively explore the system construction of HTA in reform tasks such as the adjustment of the national medical insurance drug catalogue, and gradually form the development model of medical insurance HTA in China. The paper introduces the roles, concepts and international experience of HTA, and elaborates application of HTA in healthcare security decision-making in China accordingly.
