医保电子凭证推广应用对监管医保基金使用,提升群众就医结算效率,满足群众异地和线上医疗服务需求,具有积极意义。本文以安徽省淮南市为例,通过分析当前该市各级医疗机构医保电子凭证使用效率,剖析当前医保电子凭证推广使用过程中存在的突出问题,如医保电子凭证激活率高而使用率低、业务应用场景不足等导致当前医保电子凭证使用与住院患者需求期待还存在一定差距。在此基础上,本文提出将医保电子凭证宣传推广作为医疗机构常态化任务,在提高群众知晓率和激活率的同时助推使用率提升。同时,有关部门应不断开发拓展医保电子凭证业务适用范围和功能,满足不同人群医疗服务需求,从而提升医保服务的质量和便捷性。

The promotion and application of medical insurance electronic certificate is of positive significance to the supervision of the use of medical insurance funds, the improvement of the efficiency of medical settlement, and the satisfaction of the people’s demand for off-site and online medical services. Taking Huainan city in Anhui province as an example, through analyzing the current use efficiency of medical insurance electronic certificate in medical institutions at all levels, the paper discusses outstanding problems exsiting in the promotion and application, for instance, medical insurance electronic certificate activation rate is high while the utilization rate is low, also the shortage of business scenarios leads to the the gap between current medical insurance electronic certificate use and hospitalized patients’ expect. Hence, it is proposed to take the publicity and promotion of medical insurance electronic certificate as a normal task of medical institutions, promoting the utilization rate while improving the awareness rate and activation rate of the masses. Secondly, the departments concerned need to constantly develop the application scope and functions of medical insurance electronic certificate to meet the medical service needs of different groups, meanwhile improve the quality and convenience of medical insurance service.
