数据中台是国家医保信息化系统的重要组成部分,承担了医保大数据的存储、计算、治理和应用等任务,是在医保信息化系统中的首次应用。为推进数据中台建设,国家医保局制定《医疗保障信息平台数据中台建设及应用指南》 （以下简称《指南》）,各地按 《指南》 标准展开中台建设。随着医保信息化系统的建成上线,各地的医保数据中台建设基本实现了《指南》 中设定的目标。但是,各地实际建设情况的多样性也对数据中台的进一步使用和后续发展提出了更高的要求。本文结合数据中台的建设目标,从架构角度解读 《指南》,并结合各地医保数据中台建设,总结实践经验,提出关于数据中台建设的一些思考。

Data Center is an important part of the National Healthcare Security Information System. It undertakes the tasks of storage, calculation, governance and application of medical insurance big data. In June 2019, the National Healthcare Security Bureau formulated The Guidelines for the Construction of Healthcare Security Information Platform, and all localities carried out the construction of data platforms according to the standards of the guidelines. With the completion and launch of the healthcare security information system, the construction of medical insurance data centers around the country has basically achieved the objectives set in The Guide. However, the diversity of local actual construction also puts forward higher requirements for the further use and follow-up development of data center. Combined with the construction goal of data center, this paper interprets The Guide from the perspective of architecture, summarizes practical experience and puts forward some thoughts on the construction of data center.
